बाल कुपोषण के भयावह आँकड़े सरकारों की अपराधी उदासीनता आने वाली एक पूरी पीढ़ी को अपंग बीमार बनाती व्यवस्था

बीती 13 जनवरी को झारखण्ड की रघुबर सरकार ने मिड डे मील के तहत बच्चों को मिलने वाले अण्डों में कटौती की घोषणा करते हुए इसे हफ़्ते में तीन से दो करने का फै़सला ले लिया। सरकार ने इसका कारण बताया है कि हर दिन बच्चों को अण्डा खिलाना सरकार के लिएमहँगासौदा पड़ रहा है। ताज्जुब की बात है कि राज्य की खनिज सम्पदाओं, जंगलों, पहाड़ों को अपने कॉर्पाेरेट मित्रों के हाथों औने-पौने दाम पर बेचना सरकार को कभीमहँगानहीं पड़ा। ग़ौरतलब है कि झारखण्ड देश के सबसे कुपोषित राज्यों में से एक है और खनिज प्राकृतिक संसाधनों से भरपूर इस राज्य के 62 बच्चे कुपोषण के शिकार हैं। राज्य के कुल कुपोषित बच्चों में से 47 बच्चों मेंस्टण्टिंगयानी उम्र के अनुपात में औसत से कम लम्बाई पायी गयी है जो कि कुपोषण की वजह से शरीर पर पड़ने वाले अपरिवर्तनीय प्रभावों में से एक है। पूरे देश के कुपोषण के आँकड़ों पर नज़र डालें तो न्छप्ब्म्थ् के अनुसार भारत में 5 वर्ष से कम उम्र के 39 बच्चे स्टण्टिंग के शिकार हैं। इसका अर्थ यह हुआ कि आने वाली एक पूरी पीढ़ी, कुपोषण के दुष्प्रभावों की वजह से ठिगनी रह जाने को अभिशप्त है। ग्लोबल न्यूट्रिशन रिपोर्ट, 2018 (जीएनआर) के अनुसार विश्व में कुपोषण की वजह से ठिगने रह जाने वाले बच्चों में से 47 सिर्फ़ तीन देशों में हैं, भारत, पाकिस्तान नाइजीरिया। विश्व भूख सूचकांक 2018 के अनुसार विश्व के 119 अविकसित विकासशील देशों की सूची में भारत 103वें स्थान पर विराजमान है। हमारे देश में पाँच वर्ष से कम उम्र के बच्चों की होने वाली अकाल मृत्यु के 50 मामलों के लिए कुपोषण ज़िम्मेदार है। भारत में हर दिन 3000 बच्चे कुपोषण के प्रत्यक्ष अप्रत्यक्ष कारणों की वजह से दम तोड़ देते हैं।

बाल कुपोषण के कारण, लक्षण दुष्परिणाम --

बाल कुपोषण तब होता है जब बच्चे के शरीर में प्रोटीन, कार्बाेहाइड्रेट, वसा, विटामिन खनिजों सहित पर्याप्त पोषक तत्व नहीं मिलते। इसके कारणों में मुख्यतः प्रोटीन कैलोरी की कमी सबसे बड़ी दीर्घकालिक भूमिका निभाती है। प्रोटीन कैलोरी की कमी की वजह से होने वाला कुपोषण, “प्रोटीन ऊर्जा कुपोषणकहलाता है। कैलोरी प्रोटीन की कमी का सम्बन्ध भोजन की मात्रा और गुणवत्ता से तो है ही, साथ ही साफ़-सफ़ाई बच्चे के पालन-पोषण के वातावरण से भी है। इसके अलावा बच्चे की माँ के शरीर में गर्भावस्था के दौरान मौजूद ख़ून की कमी और कुपोषण का इतिहास, भविष्य में बच्चे में कुपोषण की सम्भावना को कई गुणा बढ़ा देता है। जन्म के बाद के छह महीने तक अनन्य स्तनपान मिलना भी बाल कुपोषण का एक महत्वपूर्ण कारण है। कुपोषण के कुछ आम लक्षणों में शामिल हैं, वसा की कमी, दम फूलना, अवसाद, सर्जरी के बाद जटिलताओं का ख़तरा, घाव देर से भरना, ‘हाइपोथर्मियायानी असामान्य रूप से शरीर का निम्न तापमान, बीमारी ठीक होने में लम्बा वक़्त लगना, थकान, उदासीनता इसके अलावा कुपोषण के अधिक गम्भीर मामलों में पतली, सूखी, पीली त्वचा, चेहरे से वसा खोने की वजह से गालों का खोखला हो जाना, आँखों का धँस जाना आदि। लम्बे समय तक कैलोरी की कमी की वजह से दिल, जिगर श्वास की विफलता जैसे गम्भीर परिणाम भी हो सकते हैं। गम्भीर रूप से कुपोषित बच्चों का शारीरिक विकास आम बच्चों की तुलना में धीमा अपूर्ण होता है। उनमें शारीरिक मानसिक विकलांगताओं का भी ख़तरा रहता है। हालाँकि जो बच्चे ठीक हो जाते हैं, उनमें भी लम्बे समय तक कुपोषण के प्रभाव दिखते हैं जैसे कि पाचन तन्त्र और मानसिक कार्यों में दिक़्क़त। बच्चों में जन्म से लेकर दो वर्ष की आयु तक उनके कुपोषण से ग्रस्त होने उस कुपोषण के दीर्घकालिक होने की सम्भावना अधिक रहती है।

सरकारी कुप्रबन्धन, भ्रष्टाचार बजटदृकटौती काशिकार होती योजनाएँरू

भारत सरकार ने 1995 में बच्चों की प्रोटीन कैलोरी की ज़रूरतों की आंशिक आपूर्ति सुनिश्चित करने के लिएमिड डे मीलयोजना की शुरुआत की थी। मिड डे मील योजना का लक्ष्य बच्चों के लिए ज़रूरी कैलोरी के एक तिहाई हिस्से ज़रूरी प्रोटीन के 50 हिस्से की आपूर्ति सुनिश्चित करना था। हालाँकि यह योजना अपने जन्म के समय से ही कुप्रबन्धन, भ्रष्टाचार लगातार होती फ़ण्ड बजट कटौती की वजह से अधिकतर राज्यों में अपने निर्धारित लक्ष्य की प्राप्ति में असफल रही, पर फिर भी इस योजना की शुरुआत के बाद कई क्षेत्रों में बाल कुपोषण के आँकड़ों में प्रत्यक्ष सुधार देखे गये। झारखण्ड सहित कुछ राज्यों में प्रोटीन की आपूर्ति के लिए चावल, दलहन के साथ अण्डे को सम्मिलित किया गया। अण्डे में मौजूद एल्ब्यूमिन प्रोटीन, “प्रोटीन ऊर्जा कुपोषणसे पीड़ित बच्चों के लिए गुणात्मक रूप से प्रोटीन का सर्वाेत्तम स्रोत है और मिड डे मील में यदि ईमानदारी से हर बच्चे को रोज़ाना एक अण्डा सुनिश्चित किया जाये तो कुपोषण के इन भयानक आँकड़ों में कई गुना तक सुधार लाया जा सकता है। लेकिन खनिज प्राकृतिक सम्पदाओं से भरपूर झारखण्ड राज्य की सरकार के लिए राज्य की सम्पदाओं को चवन्नी के भाव कॉर्पाेरेट घरानों को बेचना कभी भीमहँगासौदा महसूस नहीं हुआ, पर कुपोषित बच्चों को अण्डों से मिलने वाला पोषण उसे महँगा सौदा लगने लगा। 7 की दर सेविकासका दावा ठोंकती रघुबर सरकार के पास अपने इसविकासका एक छोटा सा हिस्सा इस राज्य में विकराल मुँहबाए खड़े कुपोषण रूपी राक्षस से लड़ाई हेतु भी ख़र्चने को नहीं है। ग़ौरतलब है कि संस्कृति धर्म पर ठेकेदारी का दावा ठोंकने वाली भारतीय जनता पार्टी ने जिन-जिन प्रदेशों में अपनी सरकार बनायी, वहाँ-वहाँ उसनेधार्मिक भावनाओंहवाला देते हुए अण्डे को बच्चों की थाली से छीन लिया, चाहे वह हिमाचल हो या महाराष्ट्र, हरियाणा, उत्तराखण्ड, यूपी या मणिपुर।

जहाँ एक तरफ़ कुपोषण के भयानक आँकड़े भारत को दुनिया के सबसे पिछड़े कुपोषित देशों की क़तार में खड़ा करते हैं, वहीं मिड डे मील, आईसीडीएस, आँगनवाड़ी जैसी योजनाओं से आर्थिक सहायता खींचकर इन्हें भी ख़त्म करने की साज़िशें ज़ोर पर हैं। दूसरी तरफ़ पूँजीपतियों के हज़ारों करोड़ के क़र्ज़े माफ़ करते हुए उसकी भरपाई मेहनतकश जनता के हिस्से के कल्याणकारी कार्यक्रमों में कटौती के द्वारा की जा रही है।भात भातकहते हुए मर गयी बालिका सन्तोषी को सख़्त हिदायत है कि जितना मिल रहा है, उतने में हीसन्तोषकरो और अपनी हड्डियों का पाउडर बनाकर इस पूँजीवादी व्यवस्था के मुनाफ़े के लिए पीढ़ी दर पीढ़ी पिसते रहो।
