Haryana Rural Health Services

 Health services in rural Haryana 

There should be one sub health centre on 5000 population .
There needs to be one Primary Health Centre (PHC) for 30,000 population.
It is recommended that there should be one Community Health Centre(CHC) on
80000 hilly area and plain area 1,20000 population.
(As per data by Rural Health Statistics 2019-2020)
The condition of rural health services in Haryana is very miserable as per the parameters of the Govt. of India are taken in to consideration.
There are 3 points to be taken note of .

1. The condition of Haryana Health Services which should have been as per the required norms set by Govt. of India as per rural population of Haryana 1.65 crores in Census 2011.
2. The condition of Haryana Health Services as per projected April 2021 rural population of Haryana 181 crores in 2021.
3.The actual condition of Haryana Health Services infrastructure and staffing as per the available data of Mar/Jun 2020.
Haryana Rural Health Services Infrastructure Position
Sub Health Centre :-
*Required Sub Health Centres with respect to Rural Population of Haryana 1.65 crores in Census 2011 should be 3301
**Required Sub Health Centres with respect to Projected Rural Population of Haryana 1.81 crores in 2021 should be 3609
***Current /Actual Position of Sub Health Centres in Mar/Jun 2020 is 2667

Primary Health Centre :-
*Required Primary Health Centres with respect to Rural Population of Haryana 1.65 crores in Census 2011 should be 550
**Required Primary Health Centres with respect to Projected Rural Population of Haryana 1.81 crores in 2021 should be 606
***Current /Actual Position of Primary Health Centres in Mar/Jun 2020 is 532

Community Health Centre :-
*Required Community Health Centres with respect to Rural Population of Haryana 1.65 crores in Census 2011 should be 137
**Required Community Health Centres with respect to Projected Rural Population of Haryana 1.81 crores in 2021 should be 151
***Current /Actual Position of Community Health Centres in Mar/Jun2020 is 119
If we go through the data of rural health services in Haryana , as per 2011 rural population of Haryana norms , we do not find required infrastructure upto the mark.
*We have deficiency of 634 Sub Health Centres, 18 Primary Health Centres and 18 Community Health Centres.*
Similarly if we consider the Haryana projected rural population of April,2021, then it is still more miserable.
*Then we have deficiency of 942 Sub Health Centres, 74 Primary Health Centres and 32 Community Health Centres*
The staff which is required in these is also not as per required norms.
Haryana Rural Health Services Staff Position :
1) Specialists in CHCs:
It is recommended that there should following specialists in each CHC:-
General Surgeon-1
Physician- 1
Obstetrician &
Gynaecologist-1
Paediatrucian-1
Orthopedic surgeon 1
Orthopedics surgeon 1
Anaethetist-1
*Required specialists with respect to Rural Population of Haryana 1.65 crores in census 2011 should be 822
**Required specialists with respect to Projected Rural Population of Haryana 1.81 crores in 2021 should be 906
***Current /Actual Position of specialists in Mar/Jun 2020 is 27
There are only 27 specialists in position whereas we need 906 specialists with respect to Projected Rural Population of Haryana 1. 81 crores . So there is shortfall of 879 specialists.
2) Medical officers in PHC :
We have at present 491 Medical officers for 532 Primary Health Centres where as we need 1212 Medical officers with respect to Projected Population of Haryana 1.81 crores in 2021. There is shortfall of 721 Medical officers .

3) Nursing staff at PHC and CHC:
* Required nurses at PHC and CHC with respect to Rural Population of Haryana 1.65 crores in census 2011 should be 2333
**Required nurses at PHC and CHC with respect to Projected Population of Haryana 1.81 crores should be 2571
***Current /Actual Position of staff nurses in Mar/Jun 2020 is 2193
So there is shortfall of 378 nurses with respect to projected Rural Population of Haryana 1.81 crores in 2021.
4) Radiographers at CHC
At present in 119 CHCs,
there are 38 radiographers where as we need 119. There is a shortfall of 81 radiographers. As per 2011 population there should be 137 CHCs , then shortfall will be of 99 radiographers.
As per April,2021 projected population, there should be 151 chc's , then there should have been 151 radiographers . But position at present the
radiographers are 38. So we will need 113 radiographers more in that case .
5) Pharmacist at PHC and CHC
There are at present 405 pharmacists in position. As per 2011 , the need of pharmacists is 790, there by shortfall of 385. As per projected population in April, 2021, we need 908 pharmacists. Shortfall comes out to be of 503 pharmacists .

6) Lab technicians at PHC and CHC
There are at present 400 lab technicians in position. As per 2011 rural population, the need of lab technicians is 790, there by shortfall of 390. As per projected rural haryana population in April, 2021, we need 908 lab technicians. Shortfall comes out to be of 508 lab technicians .
Seeing these conditions of Haryana Rural Health Services,
Jan Swasthya Abhiyan Haryana suggests and demands :
1. The health services infrastructure should be immediately updated to face probable third wave of Covid pandemic or otherwise to provide quality health care facilities to citizens of Haryana
2. Allocate immediately more funds for health services infrastructure strengthening.
3. Guarantee comprehensive , accessible, quality health services for all,Covid and non Covid patients.
4. Along with this there should be proper and immediate training of health work force on line or otherwise for covid 19 norms and post covid 19 situations.
5. At the same time the government should work on the social determinants of health which include
A) Promotion of food security by universalisation and expansion of the public distribution system.
B) Safe drinking water for all C) Sanitation facilities
D) Full employment to all
E) Education for all
F) Decent and adequate housing.
G)The gender dimensions of health should also be addressed adequately.
6. Guarantee comprehensive , accessible, quality health services for all women for all their health needs which includes but is not limited to maternal care.
7. Create more posts for the entire range of health personnel in the public health system as per latest population requirements .
8. Regularise contractual employees and provide ASHAs ANMs and all levels of public health system staff with adequate skills, salaries and decent working conditions.
Extreme inequality in access to health care services and the poor living conditions of people are responsible for the poor conditions of health in India and Haryana as well.
While people who can pay are able to receive world class treatment facilities , for most people in the state a major illness in the family plunges the family in to extreme poverty and destitution .
The corona pandemic also shows this rich poor gap in the management of covid cases who need hospitalisation. The Govt should see remedies for these inequalities also.
It is sincere effort of JAN SAWASTHAYA ABHIYAN HARYANA to make the people aware about these issues so that people make Health as people's agenda and struggle for it collectively and request the Haryana Govt. to take immediate remedial measures.

AIPSN STATEMENT

 All India Peoples’ Science network (AIPSN) 27 May 2021 Urgently Expand Public and Private Sector Production alongwith related R&D to meet India’s Vaccine Requirements Need for New Strategies With the present Indian population of over 130 crores, the number of vaccines required to immunise the entire population would be about 310 crore doses (3.1 billion doses) or 218.5 crore doses for the 18+ adult population, allowing about 15% process losses. This is not an easy task. However, the Indian people need to know why India, a pioneer in large-scale vaccine production even before the current pandemic and a major exporter of vaccines, has to rely on just two private domestic manufacturers, Serum Institute of India (SII) and Bharat Biotech, to produce Covid-19 vaccines, a constraint that is painfully obvious today. India, now, has a number of public and private sector units that can make a contribution to the expansion of local production of vaccines. Presently two vaccines namely COVISHIELD of Serum Research Institute (SII), Pune and COVAXIN of Bharat Biotech (BB), Hyderabad are available for supply in India. Technology for COVAXIN is fully home grown, through collaboration between BB and the National Institute of Virology (NIV), a public sector R&D institute under the Indian Council of Medical Research (ICMR), itself an agency of the Ministry of Health and Family Welfare. The central government is therefore entitled to make use of march-in-rights available to supporting government entities, as tacitly accepted by BB in extending technology transfer to 3 public-sector vaccine Units. Up to the 2000s, 80% of India’s vaccines for the Universal Immunization Programme were sourced from the public sector. Today, 90% are sourced from the private sector, that too at a higher cost. Brazil, Cuba and China are using public sector companies and institutes to undertake integrated R&D and production operations to vaccinate their populations and export to developing countries to meet their requirements. In contrast, India has neglected its public sector units. India has a large number of a few decades old facilities as well as new facilities equipped with appropriate modern infrastructure. The central and state governments should be making full use of all these facilities to expand local production of COVID vaccines. Presently India has eleven public sector units. Some are almost ready to go into production. The government has taken some initial steps in the direction of using a few selected units. Integrated Vaccine Complex at Chengalpattu, whose construction was completed as recently as 2016, needs just one hundred crores and some handholding to start the domestic production of COVID vaccines. There are a number of private sector units which can also contribute to the domestic production of COVID vaccines, , such as Biological E., Hyderabad, Panacea Biotech, Solan etc. In addition to vaccine manufacturing companies, there are also companies that manufacture biologics that have the capacity to be repurposed for manufacture of vaccines. Already, Dr. Reddy’s Lab and at least five biologics have teamed up with Russia to procure the Sputnik-V Vaccines in the country. In all, there are close to thirty units which can be involved in the production of COVID vaccines. Such expanded manufacture in India would enable meeting domestic requirements as well as international obligations to which India, in 2 particular SII, is committed having also accepted advance payments. Procurement of already approved vaccines from abroad by private sector units is also an option. While the private sector is itself getting ample albeit highly belated funding from the government, the public sector is still not getting requisite support. Only recently some relatively small government grants have been given for manufacture of Covaxin under license to state owned companies such as Indian Immunologicals Ltd. Hyderabad, Bharat Immunologicals and Biologicals Corporation Ltd, Bulandhshahar, to and Haffkine Institute, a Maharashtra state PSU as called for by its Chief Minister. SII cannot by itself transfer technologies since it is itself making Covishield under license from AstraZeneca, it can certainly be nudged to sub-contract work to other Units. Both SII and Bharat Biotech could be appropriately persuaded to handhold these other units as one way of paying back their own long-standing obligations to the public sector and the Indian state. Specific suggestions for the government to announce a policy to urgently ramp up domestic production of vaccines and improve related R&D are as follows: 1. The existing public sector undertakings and state owned enterprises be revived and assisted to ramp up vaccine production. 2. The use of the Integrated Vaccine Complex at Chengalpattu be handed over to TamilNadu Government with clear provisions allowing the state governments, public sector undertakings and state owned enterprises for contractual manufacturing of Covid vaccines using the facility. 3. Compulsory licenses or appropriate legislation be issued where required to enable interested parties for production of COVID 19 vaccines. 4. The conventionally used march-in-rights available to the Govt of India/ICMR be used to ensure technology transfer and handholding by Bharat Biotech to PSUs, SOEs and other Units to enable them produce vaccines for domestic use. 5. Indian companies that are planning to manufacture Sputnik V be assisted, as required, for scaling up. 6. SII, AstraZeneca and Novavax be persuaded to expand manufacturing in India through joint ventures or other collaborations with suitable public and private sector entities both for domestic use and export especially for the Covax facility. 7. Research on new vaccine development strategies and development of multiple vaccines be enabled and encouraged across research laboratories, public sector and private sector institutions. Genomic surveillance be increased appreciably and linked to viral efficacy and epidemiological studies, so that vaccines are constantly checked for efficacy against variants of concern enabling collaborative modification across manufacturers, as required, especially in view of emerging variants and for different demographics such as children. अच्छा तरीका यही है कि जमकर सवाल उठाए जाएं, हर दवा और हर दावे पर विज्ञान सम्मत पद्धिति से गहन शोध हो और लोगों में उपलब्ध दवा और इलाज के बारे में भरोसा जगे।

अगर हमारी सरकार लोकतांत्रिक और कल्याणकारी और मीडिया जनवादी होतीजनता की परेशानियों से जूझने और उन्हें कम करने के लिहाज से काम कर रही होती तो स्वास्थ्य क्षेत्र के सबसे जरूरी सवाल बहुत पहले से उठ रहे होते और जनता के हित में नीतियां बन रही होतीं।

 यह सरकार का काम था कि वह विज्ञान सम्मत शोध और सोच को बढ़ावा देती और यह मीडिया का काम था कि वह सरकार और एलोपैथी की दुनिया से वैसे सवाल पूछे जो एलोपैथी के मुनाफे के लिए गढ़े गए उनके मनमानेपन को रोक सके। यह मीडिया का काम था कि वह आयुर्वेद की उस कसौटी की जांच परख करे जिसके जरिए वह एलोपैथी से महान होने का दावा करता है। अगर यह ढंग से किया गया होता तो एलोपैथी और आयुर्वेद के बीच ऐसा पुल बना होता जिसमें जनता की भलाई होतीबाबा रामदेव और मुनाफा कमाने वाली कंपनियों पर अंकुश लगा होता।

 बाबा रामदेव ने ट्वीट किया कि 'एलोपैथी बकवास विज्ञान हैइस पर इंडियन मेडिकल एसोसिएशन (आईएमए) ने नाराजगी जताई। ट्वीट वापस लेने की मांग कर दी। स्वास्थ्य मंत्री हर्षवर्धन बीच में आए। बाबा रामदेव ने ट्वीट हटा दिया। लेकिन उसके बाद शाम होते होते बाबा रामदेव का हठ योग फिर जाग गया। उन्होंने इंडियन मेडिकल एसोसिएशन और फार्मा कंपनियों से 25 सवाल पूछ डाले। इन सवालों के क्या जवाब होंगेयह इंडियन मेडिकल एसोसिएशन के सदस्य और विद्वान जन ही बताएंगे। अगर चाहे तो इंडियन मेडिकल एसोसिएशन भी बाबा रामदेव से आयुर्वेद के बारे में कई सवाल पूछ सकता है।

 इस पूरे प्रकरण में सबसे जरूरी बात यह है कि यह समझा जाए कि क्यों एलोपैथी से भी सवाल पूछना जरूरी है और क्यों आयुर्वेद से भी सवाल पूछना जरूरी है

 डॉ. विपिन गुप्ता ड्रग डिस्कवरी साइंटिस्ट है। करीब दो दशक तक नई दवाइयां खोजने के बाद अब शरीर की ऑटो रिपेयर क्षमताओं पर प्रयोग कर रहे हैं ताकि लाइफस्टाइल से जुड़ी बीमारियों को हमेशा के लिए खत्म किया जा सके। डॉ. विपिन गुप्ता अपने वीडियो में कहते हैं कि साल 2003 में ह्यूमन जिनोम प्रोजेक्ट पूरा हुआ। आसान भाषा में कहा जाए तो इसका मतलब यह हुआ कि वैज्ञानिकों ने उस फार्मूले को सिद्धांत के तौर पर जान लिया जो इंसानी शरीर बनने के काम में आती है। मतलब यह कि अगर विज्ञान चाहे तो प्रयोगशाला में इंसानी शरीर तैयार कर सकता है। लेकिन इस पर बहुत सारी पाबंदियां लगाई गई है क्योंकि इसका नुकसान बहुत ज्यादा है। 

 ह्यूमन जिनोम प्रोजेक्ट का मकसद था कि यह जाना जाए कि इंसान बीमार क्यों होता हैबीमारी और इंसान के बीच संबंध क्या हैसाल 2003 से लेकर अब तक इस पर बहुत अधिक काम किया जा चुका है। डॉ. विपिन गुप्ता कहते हैं कि 18,000 से अधिक ऐसी जीन का पता लगाया जा चुका हैजिनका संबंध प्रत्यक्ष या अप्रत्यक्ष तौर पर कई तरह की बीमारियों से जोड़ा जा सकता है।

 इसमें सबसे दिलचस्प बात जो निकल कर आ रही है वह है कि ज्यादातर बीमारियों में गड़बड़ी जीन में नहीं है बल्कि उसकी स्विचिंग में हैं। आसान भाषा में समझिए तो यह कि डीएनए के अंदर मौजूद मॉलिक्यूल में जीन होते है। यह किसी भी जीवित प्राणी की संरचनात्मक और कार्यात्मक भूमिका को निर्धारित करते है। इसका एक स्विचिंग सिस्टम होता है। जो यह निर्धारित करता है कि कब किस जीन को एक्टिव होना है कब डिएक्टिव होना है। कब काम करना है कब आराम करना है। कहां एक्टिव होना हैकहां एक्टिव नहीं होना है। जैसे कि इंसुलिन का जीन केवल अमाशय में सक्रिय होता हैकहीं और नहीं।

 जीन के स्विचिंग सिस्टम की यह प्रणाली बहुत जटिल होती है। इसका विकास भी बहुत लंबे समय से हुआ है। बंदर से लेकर अब तक की पूरी इंसानी शरीर की लंबी यात्रा में इसका विकास हुआ है। वैज्ञानिकों का मानना है कि इसके विकास में प्रकृति और शरीर के बीच की आपसी क्रिया प्रतिक्रिया ने बहुत बड़ी भूमिका निभाई है। पहली बार ऐसा हो रहा है कि यह तारतम्य टूट गया है। कई लोग और कई इलाके ऐसे है जिनका प्रकृति और शारीरिक श्रम से नाता पूरी तरह से टूट गया है। इसलिए जीन का स्विचिंग सिस्टम भी गड़बड़ हो गया है। इससे कई सारी परेशानियां उभर रही हैं।

 इसमें कोई दो राय नहीं कि मेडिकल साइंस बहुत अधिक उन्नत हुआ है। लेकिन जितना उन्नत हुआ है उतना ही अधिक जटिल हुआ है। दवाई और अस्पताल लोगों को ठीक करने में भूमिका निभाते हैं लेकिन कई लोग इनसे बीमार भी हो जाते हैं। दवा कंपनियों का कॉरपोरेटाइजेशन बढ़ा है। मुनाफा इनके लिए लोगों की जान बचाने और बीमारी दूर करने से ज्यादा बड़ा मकसद है। ड्रग इंडस्ट्री के भीतर काम करने से तो ऐसा लगता है कि दवाइयां बीमारी दूर करने के लिए नहीं बल्कि बीमारी को मैनेज करने के लिए दी जा रही हैं। ताकि मरीज लंबे समय तक मरीज बना रहे और पैसा कमाते रहा जाए। दवा के इफेक्ट के साथ - साथ साथ-साथ उसका साइड इफेक्ट भी शरीर में बनता है।

 एक अनुमान के मुताबिक हर पांचवा डॉक्टर एंटी डिप्रेशन की दवा लेता है। यह आम लोगों से 10 गुना ज्यादा है। इंडियन मेडिकल एसोसिएशन के एक सर्वे के मुताबिक डॉक्टर मोटापा हाइपरटेंशन डायबिटीज जैसी बीमारियों से अधिक जूझ रहे हैं। इनकी मौत भी आम लोगों से पहले हो जा रही है। कम उम्र में इन्हें हार्टअटैक भी आ जाता है। यह उन डॉक्टरों की हालत है जो एलोपैथी की दवा देते हैं और सारी जानकारी अपने पास रखते हैं।

 ब्रिटिश जनरल ऑफ साइंस में प्रकाशित एक अनुमान के मुताबिक अमेरिका में मेडिकल एरर की वजह से मरने वाले लोगों की संख्या तीसरे नंबर पर है। तकरीबन ढाई लाख से अधिक लोग मेडिकल एरर की वजह से मर जाते हैं। लेकिन इस पर कोई हो हल्ला नहीं होता। यह उस देश की बात है जो दुनिया में उन्नति के नाम पर मानक के तौर पर माना जाता है तो दूसरे देश के बारे में सोचा जा सकता है।

 इन सारी बातों का कहीं से भी यह मतलब नहीं है कि मेडिकल साइंस कारगर नहीं है। बल्कि इनका यही मतलब है कि मौजूदा मेडिकल साइंस का भी एक स्याह पक्ष है। जिस पर बहुत कम बातचीत है। इस पर बातचीत होनी चाहिए। जरूरी सवाल इनसे भी पूछना चाहिए। इतना सब कहने के बाद भी यह जोर देकर कहना होगा कि इमरजेंसी की हालात में जीवन बचाने के लिए एलोपैथी हॉस्पिटल और दवा बहुत कारगर है। कोरोना के इस भीषण तबाही के दौर में वैक्सीन लगवाना बहुत जरूरी है। यह तो हुई एलोपैथी की बात।

 अब बात करते हैं आयुर्वेद की तो सबसे पहले यह जान लीजिए कि दवा बनाने पर किसी एक व्यक्ति संस्था विचार या विचारधारा का अधिकार नहीं होता है। दवा बनाने की आजादी सबको है। लेकिन दवा किसे कहा जाएगाजिसे दवा कह कहकर प्रचारित किया जा रहा है वह दवा है या नहीं। यह बात दवा बनने से जुड़े कुछ जांच-परख के तौर तरीकों पर निर्भर करता है।

 आयुर्वेद पर सबसे बड़ा आरोप यही लगाया जाता है कि बहुत सारी औषधियां बिना जांच-परख के औषधियां या दवाइयां कहकर बेची जा रही हैं।

 लेकिन आप कहेंगे कि ऐसा कैसे हो सकता हैमोदी सरकार के आने के बाद साल 2014 में आयुष मंत्रालय बनाया गया था। जब बाकायदा आयुर्वेद यूनानी सिद्ध होम्योपैथी पर काम करने के लिए एक मंत्रालय है तो ऐसा कैसे हो सकता है कि आयुर्वेद की बहुत सारी औषधियां बिना किसी जांच परख के बाज़ार में बिक रही हों?

 ऑल इंडिया पीपुल साइंस नेटवर्क के सदस्य डॉक्टर एस कृष्णस्वामी न्यूज़क्लिक से बात करते हुए कहते हैं कि 2014 के बाद बने आयुष मंत्रालय में पैसा तो खूब डाला गयाइसका बजट बढ़ाकर दोगुना कर दिया गया और इसका प्रचार भी खूब हुआ लेकिन हकीकत यह है कि तब से लेकर अब तक आयुष मंत्रालय ने किसी भी दवा के फॉर्मूलेशन को सत्यापित करने के लिए किसी भी तरह का क्लिनिकल ट्रायल नहीं किया है। आसान भाषा में कहा जाए तो आयुष मंत्रालय के तरफ से पिछले छह सालों में एक भी दवा का क्लिनिकल ट्रायल के आधार पर सत्यापन नहीं हुआ है। इसी कमी का फायदा उठाकर आयुर्वेद के अंदर धांधली करने वाले बड़े-बड़े दावे करते हैं। कोई प्रमाणित क्लीनिकल ट्रायल होता नहींउन खुद का कुछ लोगों पर परीक्षण करने का प्रमाण होता है। इसलिए आयुर्वेद पर भरोसा नहीं पनप पाता।

 बाबा रामदेव ने परंपरागत दवाओं की दुनिया में मौजूद इसी खामी का फायदा उठाकर एलान कर दिया कि उन्होंने कोरोना की दवाई कोरोनिल बना ली है। जबकि हकीकत यह थी कि दवाई बनाने का रजिस्ट्रेशन ही सर्दी खांसी की दवाई बनाने के नाम पर किया गया था। इस कदम से कोरोना की बीमारी पर तो कोई असर नहीं पड़ा लेकिन आयुर्वेद की दुनिया पर फिर से लांछन लग गया। वही लांछन जो आयुर्वेद को लेकर आधुनिक दुनिया में किसी पूर्वाग्रह की तरह फैला हुआ है। पूर्वाग्रह यह कि आयुर्वेद वाले बिना किसी साइंटिफिक प्रोटोकॉल और रेगुलेटरी मेकैनिज्म को अपनाए हुए दवाइयां बाजार में बेचने चले जाते हैं।

 आयुर्वेद के पास पेड़-पौधोंजड़ी-बूटियों के बारे में मजबूत ज्ञान तो है लेकिन इस ज्ञान का कोई एविडेंस नहीं है। यह ज्ञान बिना किसी साक्ष्य पर आधारित है। इसलिए आयुर्वेद की दुनिया एक ऐसी दुनिया बन कर रह जाती है जिस पर भरोसा करने से लोग कतराते हैं।

 इसी मसले पर डॉक्टर इला पटनायक और शुभ रॉय का लेख द प्रिंट में छपा है। इनका कहना है कि आयुर्वेद दवाएं स्वास्थ्य के लिए खतरनाक भी साबित होती हैं। इसके पीछे तीन वजहें होती हैं।

 पहला सभी जड़ी बूटी उपयोगी नहीं होतीदूसरा भस्म और पौधों से अलग चीजों का इस्तेमाल दवाइयों में किया जाता है और तीसरा जो सबसे खतरनाक साबित होता हैवह यह है कि आयुर्वेद की दवाओं के साथ एलोपैथी दवाओं का गैर कानूनी मिश्रण किया जाता है। आयुर्वेदिक दवाओं में स्टेरॉयड मिलाने की खबरें बार-बार आती है। यह स्टेरॉयड शरीर में खून का सरकुलेशन बढ़ाकर शरीर को बेहतर होने का झूठा एहसास दिलाते हैं। मुंबई के किंग एडवर्ड मेमोरियल अस्पताल एक अध्ययन में पाया गया कि 40 फ़ीसदी आयुर्वेदिक दवाओं में स्टेरॉयड मिलाए गए थे। इनका शरीर पर बहुत बुरा प्रभाव पड़ता है। इसलिए जरूरी है कि आयुर्वेद का सही ढंग से रेगुलेशन है। सरकार ने जो गाइडलाइन जारी की है उसका इस्तेमाल हो। कंपनियों को पैसा कमाने के लिए छूट न दी जाए।  

 रेगुलेशन में लापरवाही और तमाम तरह के भ्रष्ट हरकतों की वजह से भारत में आयुर्वेद की साख बहुत अधिक कमजोर हुई है। पूरी दुनिया में आधुनिक दवाओं का साइड इफेक्ट गहराता जा रहा है। शरीर में मौजूद रोगाणुओं ने दवाइयों के प्रति रेसिस्टेन्स करना सीख लिया है। इसलिए स्वास्थ्य क्षेत्र के विशेषज्ञों का रुझान वैकल्पिक दवाओं की तरफ भी हुआ है। लेकिन अगर वैकल्पिक दवाओं यानी कि परंपरागत दवाओं में धांधली का ऐसा हाल दिखा तो भारत की परंपरागत दवाएं अपना साख बनाने में पिछड़ती चली जाएंगी।

 डॉ. मधुलिका बनर्जी पावर पॉलिटिक्स एंड मेडिसिन नामक किताब की लेखिका है और दिल्ली विश्वविद्यालय में प्राध्यापिका हैं। डॉक्टर बनर्जी इंडियन एक्सप्रेस में लिखती हैं कि यह बात सही है कि आयुर्वेद की दुनिया में बहुत अधिक खामियां हैं और यह साफ तौर पर दिखाई भी देती हैं। लेकिन आयुर्वेद की दुनिया बहुत बड़ी और बहुत गहरी है। इसके तह तक पहुंचना आसान नहीं है। मैंने अपने 30 साल के रिसर्च के दौरान पाया है कि आयुर्वेद की दुनिया केवल हिमालयापतंजलि और डाबर जैसे ब्रांड के तले आने वाले उत्पादों तक सीमित नहीं है।

 उन्होंने कहना है कि परंपरागत दवाएं जैसी कैटगरी इन्हें सही तरीके से परिभाषित नहीं कर सकती है। परंपरागत दवाई कहने से ऐसा लगता हैजैसे किसी प्राचीन समय की किताब में कोई रोगों से इलाज का कोई तरीका लिखा थाउसे हूबहू उसी तरीके से अपना लिया गया। लेकिन ऐसा नहीं है। प्राचीन समय से लेकर अंग्रेजों के आने से पहले तक आयुर्वेदयूनानीसिद्धहोम्योपैथ से जुड़े चिकित्सकों ने प्राचीन किताबों में मौजूद बहुत सारी औषधियों की छानबीन की। जो अधूरा था उसे पूरा करने का काम किया। नई औषधियां विकसित कीं। एक-दूसरे के क्षेत्रो से औषधि से जुड़े तत्व का लेनदेन किया। यानी परंपरागत दवाएं केवल परंपरा की नहीं थी बल्कि इनका एक सिलसिला चलता रहा।

 डॉ. मधुलिका का मानना है कि अंग्रेजों के आने के बाद ये सिलसिला अचानक से थम गया। इसके बाद दवाओं की दुनिया में मॉडर्न बायोमेडिसिन का दबदबा हो गया। अंग्रेजों की हुकूमत ने आजादी से पहले और अंग्रेजों की हुकूमत से बनी भारतीय मन: स्थिति ने परंपरागत दवा प्रणाली के वैज्ञानिक तौर-तरीकों से जुड़े सारे दरवाजे और खिड़कियों को बंद कर दिया। इसके बाद हमने कहना शुरू किया कि हमारी परंपरागत दवा प्रणाली वैज्ञानिक आधार की मेथाडोलॉजी को नहीं अपनाती है।

 परंपरागत दवाओं से जुड़ी मौजूदा समय में प्रचलित मान्यता के विपरीत बहुत सारे आयुर्वेदिक चिकित्सा ऐसे हैं जो केवल आयुर्वेदिक दवाओं की ही सलाह देते हैं। इन्हें अपने प्रशिक्षण पर इतना भरोसा है कि यह एलोपैथी के दवाओं को गैर कानूनी तरीके से आयुर्वेद के दवाइयों साथ नहीं मिलाते हैं। बिना किसी प्रसिद्धि के लालच में यह अपने काम में लगे हुए हैं।

 उनका मानना है कि परंपरागत दवाओं के मामले में प्रशिक्षण देने वाले शिक्षकों में ऐसे शिक्षक शामिल हैंजो मॉडर्न बायोमेडिसिन और परंपरागत दुनिया के बीच एक जरूरी पुल बनाने का काम करते हैं। चिकित्सा की आधुनिक और जरूरी शैलियों से जरूरी पहलू सीखकर परंपरागत दवा प्रणाली को निखारने का काम करते हैं। इन सब का मकसद यही है कि अगर सही जानकारी कुछ कोशिशों के बाद उपलब्ध हो सकती है और उससे आम जनों की तकलीफ है दूर हो सकती हैं तो क्यों न इस क्षेत्र में ईमानदार कोशिश करते रहा जाए।

 डॉ. मधुलिका कहती हैं कि आयुर्वेद की दुनिया में केवल आयुर्वेद की दवाएं बनाने वाली मैन्युफैक्चरिंग कंपनियों को कामयाबी हासिल हुई है। इन कंपनियों ने आयुर्वेद से जुड़े जरूरी शोध पर कभी ध्यान नहीं दिया। उन प्रक्रियाओं पर कभी ध्यान नहीं दिया जो दवाइयों से जुड़े दावों को पुख्ता बनाते हैं। इनका मानना है कि बढ़िया सी पैकेजिंगभारत की पुरातन संस्कृति में लिपटा हुआ प्रचार दिखाकर यह कंपनियां बाजार में अपना माल बेचने में हमेशा कामयाब रहेंगी। ऐसा होता भी है। कारोबारी तौर पर यह कंपनियां मुनाफे में ही रहती हैं। बाजार में आयुर्वेद के उत्पाद के बिक जाते हैं। लेकिन एक लंबे समय का अध्ययन किया जाए तो यह साफ दिखता है की आयुर्वेद के उत्पादों से लोगों का भरोसा टूटता जा रहा है।

 डॉ. मधुलिका कहती हैं कि आयुर्वेद और आधुनिक बायोमेडिसिन के बीच प्रतियोगिता की बेईमान भावना मौजूद है। दोनों को एक-दूसरे से आगे निकलने की होड़ में नहीं रहना चाहिए। दोनों ज्ञान की परंपराएं एक दूसरे से अलग हैं। शरीरबीमारी और इलाज के प्रति इनका एक-दूसरे से बिलकुल अलग नजरिया है। इसलिए इन दोनों में दवा बनाने की जांच परख से जुडी प्रक्रिया भी अलग-अलग होगी। जिस तरह का क्लिनिकल ट्रायल बायोमेडिसिन करता हैठीक वैसे ही क्लिनिकल ट्रायल की अपेक्षा आयुर्वेद की दवाओं के साथ नहीं करनी चाहिए। लेकिन इसका मतलब यह भी नहीं है की आयुर्वेद की दवाओं का क्लिनिकल ट्रायल ही नहीं होना चाहिए। कहने का मतलब है कि दवाओं की जांच परीक्षण की पद्धतियां अलग-अलग हो सकती हैं लेकिन इनका होना बहुत जरूरी है। बाबा रामदेव के कोरोनिल के मामले में दवा बनाने की कोई पद्धति ही नहीं थी। इसलिए बाबा रामदेव पर आरोप लगाना बिल्कुल सही है। लेकिन इसके जरिए आयुर्वेद पर गलत धारणा अपना लेना गलत है।

 इस तरह का पैमाना बायोमेडिसिन में नहीं अपनाया जाता है। जैसे कि लांसेट जैसी पत्रिका के एडिटर ने बार-बार कहा कि रेमडेसिवीर दवा से जुड़े गैर भरोसेमंद डाटा को पब्लिश करने के लिए फार्मा कंपनियों ने उन पर बहुत बहुत अधिक दबाव डाला था। यह खबर आने के बाद भी पूरे बायोमेडिसिन पर लांछन नहीं लगा केवल रेमडेसिवीर दवा पर लांछन लगा। इसे अपवाद मान कर छोड़ दिया गया तो वैसा ही सलूक आयुर्वेद के साथ क्यों नहीं होना चाहिए। कहने का मतलब है कि आर्युवेद हो या एलोपैथी, कोई भी सवालों से बाहर नहीं है, और अच्छा तरीका यही है कि जमकर सवाल उठाए जाएं, हर दवा और हर दावे पर गहन शोध हो और लोगों में उपलब्ध दवा और इलाज के बारे में भरोसा जगे। न बाबा रामदेव अपनी दवा या कारोबार का आयुर्वेद के नाम पर बचाव कर पाएं न बिग फार्मा और अस्पताल एलोपैथी के नाम पर अपनी मुनाफ़ाख़ोरी और लूट-खसोट को जस्टीफाई कर पाएं।
