MERA HARYANA MAHAN


The Health Department, Haryana is committed to provide quality health services and raise the Health Status of its people. The Health Services are being provided through a network of 50 Hospitals (including Hospital of Medical College Rohtak), 85 Community Health Centers, 420 Primary Health Centers, 2433 Sub- Centers, 20 District T.B. Centres, 41 Dispensaries, Post Graduate Institute of Medical Education and Research at Rohtak and a Medical College at Agroha (Hisar) and Mullana (Ambala).
Important Health Indicators are given below:-
·  The maternal mortality rate is of 162 per lakh live births.
·  Infant mortality rate is 42/1000 as per NFHS-III survey.
·  Institutional deliveries have increased to 53 percent in 2007 from 23 percent in 2004 as per CRS.
·  The State is free from neo-natal tetanus since the Year 2006.
·  The projected per capita expenditure on health for the year 2006-07 is Rs. 243.27 and for the year 2007-08 is Rs. 228.72.

Budget of Rs.437.00 crore was sanctioned for the Health Department (which includes budget of Health Deptt., PGIMS, Rohtak, Ayurveda & ESI) in the year 2006-07 out of which Rs.125.31 crore was under the Plan Schemes. Similarly, the budget for the year 2007-08 is Rs.486.45 crore (including PGIMS Rohtak, Ayurveda and ESI) out of which Rs.118.35 crore is under the Plan Scheme.
Provision of Rs.840.00 lakh was made for purchase of Medicine for Health Institutions of the State during the year 2007-08. Additional budget of Rs.96.75 lakh has also been allotted under the Non-Plan Scheme. This entire budget has been spent for the purchase of medicines. Provision of Rs.125.00 lakh was made for purchase of Machinery and Equipments during the year 2007-08 which has been utilized. Rs.34.09 lakh is also allotted under the Non-Plan Scheme. The supply orders worth Rs.25.00 lakh have been issued to the various firms for purchase of Machinery & Equipments. Items like, Operative Surgical Microscope, O.T. Ceiling Light, Chemicals, Pathological Microscope etc. are being purchased.
The buildings of 7 Hospitals, 5 Community Health Centres, 40 Primary Health Centres, 5 Sub Health Centres and 3 Trauma Centres are under construction for which a budget provision of Rs.15.74 crore have been made in the financial year 2007-08. The State Govt. has sanctioned Rs.4.50 crore for the repair and maintenance of Govt. buildings.
The Health Department, Haryana is committed to provide quality health services and raise the health status of its people. Under the banner of the National Rural Health Mission (NRHM), the Govt. of India has launched Reproductive Child Health (RCH-II) to the tune of Rs.749.00 crore for the State. This programme was launched on 12th April,2005 and will continue upto the year 2012. The focus of the Department under NRHM is to improve the availability and access to quality health care of people, especially for those residing in rural areas, the poor, women and children. Funds to the tune of Rs. 69.28 crore have been received from Govt. of India upto 30.11.2007 under RCH Flexible Pool/Mission Flexi Pool. The expenditure so far has been Rs. 43.85 crore.


Vikalp
This scheme is for BPL families, who are not able to access public health institutions due to high out of packet expenses, for treatment through accreted private hospitals. 124 MOUs have been signed with private practioners who have 151411 families allocated to them. 149764 beneficiaries have been registered and 76487 patients have been examined.

Telemedicine Programme
General Hospital, Sonepat and CHC, Gohana linked to Ganga Ram Hospital, Delhi for diagnostic services. PGIMS, Rohtak and PGI, Chandigarh also linked by Telemedicine

School Health Programme
Health Checkups are being conducted of all Primary School children.Two Mass De-worming campaigns of Primary School children were held on 28th February & 5th March, 2007 and 19th September, 2007.Painting competitions were held in Middle Schools on various health themes on 14th December, 2007. Wall Calendars and Table Calendars were made out of some of the prize winning entries.

Blindness Control Programme
The incidence of blindness in the State is 1.13 percent viz-a-viz National incidence is 1.49 percent. There are 8 Eye Banks in the State.
Till now the achievements are as under:-
·  Untied funds at each Sub-Centre of Rs. 10000 for community needs.
·  ANM- There are a total of 4732 ANMs for 2433 Sub-Centres providing thereby two ANMs at the some Sub-Centres in the villages.
·  ASHA- 11192 out of 14000 ASHAs identified so far, the primary task of whom is to provide a link between the community and the health service providers for demand generation and optimal utilization of health services.
·  Health & Water Sanitation Committees- 4975 Village Health & Water Sanitation Committees have been constituted to participate and monitor Village health days every month at Sub-Centre level.
·  The department has renovated all its health institutions and is improving the condition of operation theatres and labour rooms. Provision of waiting areas for the attendants of the patients is also been made.
·  Drug Procurement Policy- Provision of quality generic medicines to make affordable health care possible.
·  IPHS Standards- CHCs are being upgraded to India Public Health Standards (IPHS)/Haryana Public Health Standards. 147 PHCs are functioning as 24x7 facilities.
·  Janani Surksha Yojana- This is a centrally sponsored scheme under NRHM which integrates the cash assistance with antenatal care during the pregnancy period, institutional/home care during delivery and immediate post-partum period by establishing system of coordinated care by field level health worker. Cash assistance for Scheduled Caste mothers under this scheme has been recently increased from Rs. 200 to Rs. 1500 to be paid from the Scheduled Caste component of State Plan. Budget allocation from NRHM for JSY for 2007-08 is Rs. 6.08 crore and for SC component for the year 2007-08 is Rs. 2.00 crore. 46892 BPL beneficiaries availed financial benefit under this scheme and a sum of Rs. 2.78 crore has been incurred under this scheme till November, 2007.
·  Janani Suvidha Yojana- This scheme is for urban slum population under which the women of slums can avail free antenatal, natal and post-natal facilities in some selected nursing homes through an NGO with Sakhi as link worker. This scheme is being implementation at Panchkula, Gurgaon, Yamuna Nagar, Narnaul, Kurukshetra , Rewari, Bhiwani and Sonipat

The third National Family Health Survey (NFHS-3), coordinated by the International
Institute for Population Sciences (IIPS) under the aegis of the Government of India, was conducted in 2005-06. NFHS-3 provides information on fertility, mortality, family planning, HIV-related knowledge, and important aspects of nutrition, health, and health care.

Previously, national HIV prevalence estimates were derived primarily from sentinel surveillance among pregnant women attending government antenatal clinics. NFHS-3 was designed to provide a national estimate of HIV in the household population of women age 15-49 and men age 15-54, as well as separate HIV estimates for each of the six highest HIV prevalence states (Andhra Pradesh, Karnataka, Maharashtra, Manipur, Nagaland, and Tamil Nadu). However, blood for HIV testing could not be collected in Nagaland due to local opposition. A seventh low HIV prevalence state was also surveyed (Uttar Pradesh). In total 100,000 people were tested, 0.01% of the total population.

General HIV/AIDS awareness

  • Only 61 % of women and 84 % of men have heard of HIV/AIDS.
  • Awareness is lowest among rural women, women living in households with a low standard of living and women with no education.

Awareness of HIV prevention methods- “Almost two-thirds of Married Women Don’t Know That Condoms Prevent HIV”

  • Overall, approximately 4 in 10 women and 7 in 10 men know each of the three ABC methods of prevention—abstinence, being faithful, and condoms. Knowledge of each prevention method rises with increasing education and wealth.
  • Women and men with regular exposure to mass media are twice as likely to know each of the three methods of prevention as do adults without access to media.

Awareness of HIV transmission

  • Nationwide, only 17 % of women and 33 % of men have ‘comprehensive knowledge’* of HIV/AIDS.
  • Misconceptions about HIV/AIDS are common. Only 38 % of women and 61% of men know that a healthy-looking person can have HIV/AIDS.
  • About two-thirds of women and half of men erroneously believe that HIV/AIDS can be transmitted by mosquito bites.
  • Less than half of women (47 %) and almost two-thirds of men (63%) know that HIV can be transmitted from a mother to her baby, but only one-fifth know that the risk of such transmission can be reduced with the use of certain drugs
  • There is a low level of knowledge of transmission from a mother to her child even among currently pregnant women, only 15 % are aware that transmission from a mother to her baby can be reduced by taking certain drugs

*  ‘Comprehensive knowledge’ means they know that a healthy-looking person can have HIV, that HIV/AIDS cannot be transmitted through mosquito bites or by sharing
food, and that condom use and fidelity help prevent HIV/AIDS.

Attitudes to PLHIV

  • About three out of four women and men are willing to take care of a relative sick with HIV/AIDS in their own household and to allow a female teacher with HIV/AIDS who is not sick to continue teaching
  • Less than two-thirds are willing to buy fresh vegetables from a vegetable seller who has HIV/AIDS.
  • About two-thirds of women (64 %) and men (65 %) say that they would not want to keep secret that a family member was infected with HIV/AIDS.
  • The % expressing accepting attitudes on all four of these indicators is low (34 % among women and 37 % among men).

HIV testing 

·         Only 3 % of women and 4 % of men had ever been tested for HIV, and some who were tested did not get the result of the test.

Sexual Behaviour

·         Among women and men age 15-49 who had sex in the 12 months preceding the survey, only 1 in every 1,000 women (0.1 %) and 2 in every 100 men (2 %) report having had two or more sexual partners in the previous 12 months.
·         The proportion of women and men who had sexual intercourse with someone other than a spouse/cohabiting partner in the 12 months prior to the survey is somewhat higher (1 in every 500 women and 5 in every 100 men).
·         Men who had sex with a non-marital/non-cohabiting partner were more than twice as likely as women to report condom use at such sex (38 %).
·         Overall, 62 % of men who reported having engaged in paid sex in the 12 months preceding the survey used a condom the last time they paid for sex.

HIV prevalence

  • Nationwide, the HIV prevalence rate for the population age 15-49 is 0.28 %. This translates into 1.7 million HIV positive persons age 15-49 in India in April 2006, the midpoint of the NFHS-3 survey.
  • The HIV prevalence rate is 0.22 % for women and 0.36 % for men age 15-49. The prevalence rates for the six states are: Manipur: 1.13 %; Andhra Pradesh: 0.97 %; Karnataka: 0.69 %; Maharashtra: 0.62 %; Tamil Nadu: 0.34 %; and Uttar Pradesh: 0.07 %.
  • In 0.39 % of couples there were discordant HIV results, (one partner was infected and the other was not infected) For 82 % of these discordant  couples, the husband was HIV positive and the wife was HIV negative.
  • This important new information about HIV prevalence has spurred the Government of India and international agencies to greatly reduce the official estimate of HIV prevalence for India to 2.47 million Indians, down from the official estimate of 5.2 million for the previous year. This new national estimate reflects the availability of improved data (from NFHS-3 and an expanded surveillance system) rather than a substantial decrease in actual HIV prevalence in India.

Family Life Education - “Most Adults Support Family Life Education”

  • Most women (63 %) and men (81.5 %) believe information on HIV/AIDS should be part of the school curriculum for both boys and girls.
  • About half of women and two-thirds of men think that girls should learn about contraception in school.
  • More than 60 percent of men say that boys and girls should be taught about sex and sexual behaviour in school, but less than half of women feel that this is an appropriate topic to be taught to girls or boys in school.

Women’s Empowerment & Domestic Violence

  • Most women and men believe a woman is justified in refusing her husband sex if she knows he has a sexually transmitted disease, if she knows he has sex with other women, or if she is tired or not in the mood.
  • In all, 35 % of women in India have experienced physical or sexual violence.

Revealing horrifying figures, under-six child sex ratio further declines from 833 to 826 in Haryana during past one year due to prevalent practices of sex determination tests and female foeticide in the state, cites Central Registration System’s report.
Chandigarh: In a shocking revelation, child sex ratio has further declined in Haryana. As per the complied figures of first eight months of 2011 under the central registration system (CRS), the sex ratio is just 826 girls: 1000 boys in the age group of 0-6 years, in comparison to 833:1000 of the corresponding period in 2010. For 1,79,715 boys, just 1,49,745 girls were born in the current year. Even the census figures released in March this year had suggested that the state has 830 girls for each 1,000 boys in the age group of 0-6 years.

According to CRS figures, 13 districts out of total 21 have registered decline in the child sex ratio during the last one year. Kurukshetra and Mohindergarh are worst in this regard as the sex ratio in these districts has declined by 63 and 33 points respectively, followed by Sonepat, Karnal and Panipat. On the other hand, Jhajjar and Ambala have seen improvement in the sex ratio by 30 and 27 points respectively, followed by Bhiwani and Rewari.
Already facing serious challenge on this front, the latest figures are alarming for the state known for gender bias. A Rohtak based social activist Pawan Bansal said change in the mindset towards women is the key to solve the problem. "There must be some training or courses for middle rank bureaucracy and policemen up to the level of SHO to handle the offences related with female, so that women don't feel harassed in getting resolved their complaints," suggested Bansal, adding that effective implementation of Pre-Natal Diagnostic Techniques(PNDT) Act is necessary.
However, the health officials claim that they have stepped up actions under PNDT Act, especially in the recent past in response to dismissal figures of sex ratio in the state in 2011 census. The health department has sealed and seized 21 ultrasound machines during last five months. In seven cases, criminal prosecution has been launched in the courts, besides setting up of district task force at district level to check on female feoticide.
The health officials are hopeful about change in the situation in near future, adding, they have taken many initiatives recently in this regard. "It may take 9-10 months to see the impact of these initiatives," said an officer. Financial commissioner (health) Navraj Sandhu said; " Now, we plan to focus at village-level to check the cases of sex selection and female feoticide."

हरयाणा में लोगों के स्वास्थ्य के बारे में व् स्वास्थ्य सेवाओं के बारे में तरह तरह के विचार प्रकट किये जाते हैं |इस विषय को आम नागरिक की नजर से भी समझने की आवश्यकता है | स्वास्थ्य का मतलब शरीर  में बीमारी का न होना ही नहीं है बल्कि इसका मतलब शारीरिक , मानसिक तथा सामाजिक रूप से ठीक रहने की अवस्था है | स्वस्थ मानव जीवन के लिए स्वास्थ्य के अंतर खंडीय  कारकों जैसे अच्छा भोजन , सुरक्षित साफ पीने के योग्य पानी , बेहतर सफाई व् शौचालय व्यवस्था , बेहतर रहन सहन व् खान पान , रोजगार , प्रदूषण रहित वातावरण , लिंग समानता ,सभी के लिए स्तरीय शिक्षा ,सामाजिक न्याय तथा वर्तमान बेहतर स्वास्थ्य सेवाओं की सभी के लिए उपलब्धता अदि की बहुत ही महत्त्व पूर्ण भूमिका है| दुःख की बात यह है की इन सब मानकों की अनदेखी होती रही है |महज डाक्टरों , बीमारियों तथा दवाओं के पैमाने से स्वास्थ्य के मुद्दे को नहीं देखा जाना चाहिए |और न ही इसे बाजार व्यवस्था में मुनाफा कमाने के क्षेत्र के रूप में देखा जाना चाहिए | निति निर्धारकों को भी इसे तुरंत लाभ हानि की नजर से नहीं देखना चाहिए | मूल भूत करक जो मनुष्य के स्वास्थ्य को वास्तव में प्रभावित करते हैं , पर ज्यादा ध्यान दिया जाने की जरूरत है | हरयाणा का सामाजिक  विकास यहाँ के आर्थिक  विकास की संगति में नहीं हुआ जिसके चलते सामाजिक सूचकांक कई क्षेत्रों में निराशाजनक हैं | 
हरयाणा ज्ञान विज्ञानं समिति द्वारा किये गए खरल गाँव के सर्वे में भी एक बात साफ़ तौर पर उभर कर ई की लोगों का विश्वास सरकारी स्वास्थ्य सेवाओं में कम हुआ है जिसके कई कारण हो सकते हैं जिनको और ज्यादा व्याख्यायित करने की आवश्यकता है | उस गाँव में बीमारियों के इलाज के लिए एक वर्ष में तक़रीबन १० लाख रूपये खर्च किये | दवाओं की कीमतें भी उसके बाद काफी बढ़ी हैं | इसी प्रकार एक बात और साफ तौर पर उभर कर आयी  की गाँव में रात के वक्त  कोई स्वास्थ्य सुविधा गाँव वासीयों को उपलब्ध नहीं होती क्योंकि आर ऍम पी भी अपने गाँव में प्रैक्टिस न करके पडौस के गाँव में प्रैक्टिस करते हैं और श्याम को अपने गाँव आ जाते हैं | भिन्न भिन्न  जगह स्वास्थ्य कैम्पों  मसलन दनौन्दा ,दुबलधन माजरा , बहु अकबरपुर ,जाब भराण आदि गाँव में मरीजों को देखने पर अंदाजा हुआ की अलर्जी के बहुत मरीज हैं , दमे के मरीज बढ़ रहे हैं , बुखार , पेट में गैस का बनना , जोड़ों के दर्द अदि के मरीज काफी हैं | पी जी आई ऍम एस के आंकड़े बताते हैं कि कैंसर के मरीजों का प्रतिशत बढ़ा है  और इसी प्रकार जम्नू बीमारियों का प्रतिशत भी बढ़ा है |एक खास बात और है कि हर मरज कि एक दवा "सटीरायडज "का बड़े पैमाने पर अवांछित इस्तेमाल किया जा रहा है |इनमें से अलर्जी की बीमारी वहीँ पर वातावरण में मौजूद अलर्जन के कारण हो सकती है | कीट नाशकों के बेइन्तहा  व् अवांछित इस्तेमाल के चलते पानी और खाने कि चीजों में इनकी मात्रा ज्यादा होने के कारण इनका प्रतयक्ष या परोक्ष रूप से  इन बीमारियों की बढ़ोतरी में योगदान नजर आता है |पी जी आई एम् एस में २००६ में कैंसर के रोहियों की संख्या ५३३३ थी जबकि २०१० में यह बढ़कर ७६८५ हो गयी | भैंस का  दूध  निकलने वाला औक्शीटोसीन का टीका भी स्वास्थ्य के लिए हानिकारक हो सकता है |सब्जियों पर बेइन्तहा कीट नाशकों के स्प्रे का इस्तेमाल तथा दुसरे कैमिकल्ज का प्रयोग हमारे खाने को बड़े पैमाने पर प्रदूषित कर रहा है|बचाव का पक्ष हमारे बीच से गायब सा ही होता जा रहा है | इसी प्रकार पुत्र लालसा के चलते लड़का पैदा करने के लिए इस्तेमाल की जाने वाली दवाओं के कारण होने वाले जामनू विकारों की बढ़ोतरी से इंकार नहीं किया जा सकता |माईग्रेशन  बाधा है , लायफ़ स्टायल में बदलाव आया है जिनके चलते ब्लड प्रेशर , डायबटीज, मानसिक तनाव ,व् कैंसर की बीमारियाँ बढ़ रही हैं | सड़क हादसे बढे है और चोट के कारण मौतों का अनुपात भी बढ़ा   है |  
यद्दपि  हरयाणा उन्नत अर्थ व्यवस्था वाला राज्य है तथापि सामाजिक सूचकांक वांछित (अपेक्षित ) से कम हैं | ऐसा क्यों है ?  यह एक गंभीर विचारणीय व् विश्लेषण का मुद्दा है |

शादी शुदा महिलाएं जो कभी न कभी अपने पति की हिंसा  का शिकार हुई =२७.३ %
हालाँकि INFANT MORTALITY दो के मुकाबले ५७ से घटकर ४२ पर आ गयी है |MATERNAL MORTALITY रेट तीन में  १६० है |
यह है   शायनिइंग हरयाणा की सफरिंग तस्वीर के कुछ पहलू | हरया भरया हरयाणा जित दूध दही का खाना -फेर क्यूं खून की कमी का शिकार याणा |
बहुत सी बुनियादी असमानताओं जैसे आर्थिक असमानता , वर्ग व् जाती की असमानता तथा असमान लिंग सम्बन्धों का असर जहाँ विशेषतया महिलाओं के स्वास्थ्य , शिक्षा, उत्पादक रोजगार तथा पर्याप्त वेतन तक पहुँच पर पड़ता है वहीँ आम नागरीक का स्वास्थ्य भी इससे प्रभावित होता है |इन घृणित असमानताओं को छिपाने के लिए जनसँख्या को हथियार  के रूप में इस्तेमाल किया जाता है | जबकि दुनिया में यह सर्व मान्य सत्य है कि जनसँख्या का संतुलन विकास के साथ अभिन्न रूप से जुड़ा हुआ है |
महिलाओं व् पुरुषों में बढ़ती लिंग असमानता हमारे स्वास्थ्य कि दिशा का एक प्रतिबिम्ब है | हमने स्वास्थ्य के क्षेत्र में बहुत कुछ विस्तार किया है मगर दलित व् गरीब तबकों के सामाजिक न्याय व् स्वास्थ्य सम्बन्धी आंकड़ों का विश्लेषण किया जाये तो पता लगेगा कि वास्तविक हालत कहीं अधिक ख़राब है |
आरोग्य कोष , राष्ट्रिय स्वास्थ्य बीमा योजना ,निधि कैंसर योजना , जननी सुरक्षा योजना , जननी सुविधा योजना , लाडली , डेलिवरी हट्स , हरयाणा रुरल हालत मिशन कि कार्यकर्त्ता आशा , राज्य स्तर पर एक पंचायत को पञ्च लाख रूपये कि प्रोह्त्सान  राशि लिंग अनुपात को ठीक करने में सबसे बेहतर कम के लिए , एक लाख कि प्रोत्साहन राशि प्रत्येक जिले के एक एक गाँव के लिए अदि योजनाओं के माध्यम से और सिविल अस्पतालों , सी एच सी  , पी एच सी, सब सेंटरों के माध्यम से स्वास्थ्य सुविधाएँ उपलब्ध करवाने के सतत प्रयास जारी हैं  | यह भी एक सच्चाई है कि प्रति व्यक्ति स्वास्थ्य पर खर्च ६६-६७ के १.६२ रूपये से बढ़कर २४३.२७ रूपये कर दिया गया है |(----------) 
मगर  मलेरिया ,टी बी ,एड्स के प्रति जागरूकता अभियाओं के बावजूद इन " Communicable diseases" ने हरयाणा में रिविजिट क्यों किया? यक्ष प्रश्न यही है की इतना सब करते हुए भी  नैशनल फॅमिली हैल्थ  सर्वे   तीन के हिस्साब से हरयाणा के ज्यादातर बच्चे और औरतें स्वास्थ्य नहीं हैं | खून की कमी का शिकार हैं | यह पैराडॉक्स  क्या है ? और क्यों है? इसे समझाना हम सब के लिए बहुत जरूरी है | विकास के मोडल की पूरी तरह से समीक्षा की जरूरत है | मूलभूत कारकों के सम्बन्ध में हम कहाँ तक लोगों को ये सब दे पाए उसकी समीक्षा जरूरी है |हरित क्रांति ने कितनी संकटमय चुनौतियाँ पैदा की हैं उन्हें सामने लेन की जरूरत है |
इसके साथ ही हरयाणा में मौजूदा स्वास्थ्य सेवाओं के ढांचे का निष्पक्ष अवलोकन करना भी जरूरी हो गया है | दावा किया जाता है की बड़ा ढांचा खड़ा कर दिया गया है| जबकि हकीकत कुछ और ही बयाँ करती है | भारत सरकार के माप दण्डों के हिस्साब से ५००० की आबादी पर एक सब सेंटर होना चाहिए , ३ ०,००० की जनसँख्या पर एक पी एच सी प्राथमिक स्वास्थ्य केंद्र होना चाहिए तथा एक लाख की आबादी पर एक सी  एच सी  सामुदायीक स्वास्थ्य केंद्र होना चाहिए | २०११ की जनगणना के अनुसार हरयाणा की कुल जनसँख्या २५३५३०८१ है जिसमें १३५०५१३० पुरुष  और ११८४७०११ महिलाएं हैं | १,६५३१४९४ ग्रामीण क्षेत्र की जनसँख्या है | इसके हिसाब से हमारे पास १६५ सामुदायीक स्वास्थ्य केंद्र , ५५१ प्राथमिक स्वास्थ्य केंद्र तथा ३३०६ सब सेंटर होने चाहियें | इसी प्रकार एक सामुदायीक केंद्र में एक फिजिसियन , एक  शिशु रोग विशेषज्ञ .एक सर्जन , और एक महिला रोग  विशेषज्ञ कुल मिलाकार चार  विशेषज्ञ जरूर होने चाहियें | मतलब हमें ६६० विशेषज्ञों की जरूरत है | 
वास्तव में हरयाणा स्वास्थ्य विभाग के आंकड़े क्या कहते हैं :

हमारे स्वास्थ्य सेवाओं के अन्दर मौजूद कमियों और कमजोरियों के चलते हरयाणा भर में प्राईवेट नर्सिंग होमज की बाढ़  सी आई हुई है जिनपर कोई सामाजिक नियंत्रण लागू नहीं है | प्राथमिक स्वास्थ्य केन्द्रों में किसी तरह के वहां की सुविधा नहीं है | ज्यादातर प्राथमिक स्वास्थ्य केंद्र बिना महिला डाक्टर के कम कर रहे हैं | कई प्राथमिक स्वास्थ्य केन्द्रों के पास अपनी खुद की बिल्डिंग नहीं है , कईयों के भवनों की खस्ता हालत है | कई केन्द्रों की स्थापना गाँव से दूर असुरक्षित स्थानों पर की गयी है जहाँ दक्रों और बाकि स्टाफ का रहना मुस्किल है | दवाओं व् उपकरणों की कमी अखरने  वाली है जबकि कई जगह कीमती उपकरण पड़े हैं और इस्तेमाल नहीं किये जा रहे हैं | Halothane जैसी दवा सी एच सी पे भेज दी जाती हैं जो इस्तेमाल नहीं होती क्योंकि बेहोशी का डाक्टर वहां नहीं होता | गाँव में बिजली की निरंतर सप्लाई न होना टीकाकरण के कम में बड़ी बाधा है तथा आपरेसन का कम बाधित होता है | इन सब हालातों ने डाक्टरों और स्टाफ का हेड क्वाटर पर टिका रहना बहुत मुस्किल बना दिया है तथा इस क्षेत्र में गलत तरीके से हाजरी दिखने की शिकायतें भी सुनने मिनाती रहती हैं | दो बातें साफ उभरती हैं की जितना ग्रामीण स्वास्थ्य सेवाओं का ढांचा हमें अपनी जनसँख्या के हिसाब से चाहिए वह हम विकसित नहीं कर पाए | और दूसरी बात यह है कि जो ढांचा हमने विकसित कर भी लिया उसका भी सही सही और समुचित इस्तेमाल हम नहीं कर पा रहे हैं |
हरयाणा में ५ मैडीकल कालेज , ९ डेंटल कालेज , २१ नर्सिंग कालेज , ११ फिजियोथेरपी कालेज ,६ आयुर्वेदिक कालेज , २८ फार्मेसी कालेज कुल मिलाकार ८१ कालेज हेल्थ युनिवर्षिटी  में हैं | इन सबमें कितनी गुणवत्ता वाली शिक्षा कहाँ कहाँ दी जा रही है यह बहस का मुद्दा है | फैकल्टी  की कमी, इन्फ्रास्ट्रकचर की कमी आम बातें  हैं  | मरीजों की कमी बड़ी समस्या है जिस कारण प्रैक्टिकल ट्रेनिंग बहुत कमजोर रहती है | टरसरी  स्तर पर मौजूद पी जी आई एम् एस  संसथान की भी दयनीय स्थिति है | बाकि प्राइमरी व् सैकंडरी स्तरीय सेवाओं में ढील के कारण तथा प्राइवेट सैक्टर में इलाज और महंगा हो जाने के कारण , पी जी आई एम् एस में मरीजों का दबाव हर साल बढ़ता जा रहा है | २०००  में ओपीडी के कुल मरीज थे ८१९४१९ और दाखिले वाले मरीज थे ५७४५६ | २०१० में ओपीडी की संख्या थी १३११०४३ और दाखिल मरीज थे ९६०४८ | इन्फ्रा स्ट्रक्चर विकशित करने पर तो जोर ठीक है मगर इसमें कार्यरत कर्मचारियों , डाक्टरों व् वरिष्ठ फैकल्टी की जरूरतों के हिसाब से संख्या और इन सब की खुद की सेहत की तरफ कम ध्यान होने के कारण माहौल मरीज के पक्ष में ज्यादा बेहतर नहीं हो पा रहा है | सुपर स्पेसियलिटी का समुचित विकास काफी धीमी गति से हो रहा है | इसके अलावा अग्रोहा बूढ़ेडा  , गोल्ड फिल्ड पलवल फरीदाबाद और मौलाना में प्राइवेट मेडिकल कालेज हैं जिनका आकलन भी नहीं किया गया है | खानपुर ,मेवात, करनाल में खुलने वाले तीन मडिकल कालेज अभी अपने शैशव कल में हैं |
पी जी आई एम् एस में जन्में बच्चों में लिंग अनुपात ज्यादा सुधार की तरफ इशारा नहीं करता |

लिंग अनुपात में बहुत सुधार किये जा रहे हैं मगर सकारात्मक नतीजे अभी दूर हैं जिस पर पुनर्विचार की जरूरत है | २०११ के    Central registration System(CRS)   मुताबिक लिंग अनुपात ८२६ है | 
लोगों की निष्क्रियता तथा जागरूकता की कमी की वजह से स्वास्थ्य क्षेत्र की समस्या और अधिक जटिल हो गयी है | इन्ही कारणों की वजह से "सबके लिए स्वास्थ्य २००० तक" का नारा भुला दिया गया और अब टी इस नारे को यद् भी नहीं किया जाता | यूजर चार्जर की परि धारणा को केंद्र में रख कर यूरोपयन कमीशन की सहायता से इस क्षेत्र में कुछ काम हुआ है जिसका अवलोकन शायद किसी स्तर पर भी नहीं हो पाया | पब्लिक प्राइवेट पार्टनर शिप का मॉडल भी पूरे देश भर में बहुत कारगर सिद्ध हुआ हो ऐसा जानकारी में नहीं आया | २० साल के वैश्वी करण तथा निजी करण की नीतियों के चलते हमारे स्वास्थ्य के आंकड़े बता रहे हैं कि इन दोनों का हमारे स्वास्थ्य पर बुरा असर ज्यादा पड़ा है | 
स्वास्थ्य सेवाओं का अपेक्षित उचित उपयोग न होना - अपर्याप्त प्रबंधन के साधनों , स्टाफ के गिरे हुए होंसले तथा कमजोर प्रोत्साहन , स्वास्थ्य सुविधाओं की मांग की सीमा , पूरे समाज में व्याप्त भ्रष्टाचार आदि कारणों -के कारण से   मन जाता है | इसके साथ ही हमारे स्वास्थ्य का मुद्दा हमारे व्यवहार व् तौर तरीकों तथा जीवन शैलियों  के माध्यम से सांस्कृतिक धरातल से भी जुदा हुआ है | हमें उन सांस्कृतिक शै लियों को बढ़ावा देने के प्रयास करने होंगे जो हमारे स्वास्थ्य को ठीक रखने में सहायक हैं | हमने भोजन के पुराने ढंग छोड़ दिए जबकि हमारी डाईट  बहुत पौष्टिक  थी | हमारे समाज में पुत्र लालसा बहुत गहरे जड़ें जनाए बैठी है | यदि लिंग असमानता की सामाजिक बुराई से लड़ना है तो पुत्र लालसा के खिलाफ भी लड़ना जरूरी है |
कुल मिलाकार कहा जा सकता है की बहुत से प्रयत्नों के सकारात्मक नतीओं के बावजूद स्वस्थ हरयाणा के निर्माण में जन पक्षीय नजर से और ज्यादा विमर्श की आवश्यकता है और फिर ठीक दिशा में कारगर कदम उठाने की राजनैतिक इच्छा शक्ति की आवश्यकता है  और यह सब हो इसके लिए जनता के जन आन्दोलन की आवश्यकता है |
