At the beginning of the meeting Dr. Pramod Gauri, Convenor of AIPSN North India, presented a condolence proposal in which consoling the death of late Dinesh Pandey, R.C. Dhiman, S.K. Kulshrestha, 1 minute silence was observed.
On behalf of Uttarakhand, State President Vijay Bhatt while reporting the state said that many programs were organized in the state on the occasion of 75 years of independence.
In this context, a meeting was organized on August 6-7 on the theme of world peace. During this, the book Loyal Elephant was read and discussed among the children in 3-4 schools. A poster on the Constitution was designed and discussed after translating the content into local dialects.
There are plans to take the program forward in association with the Azim Premji Foundation. On 20 August, on the occasion of National Scientific Attitude Day, a mass feast was organized in a minority village. On the new education policy, discussion was held on the basis of the document prepared by SP Semwal. A workshop will be organized on January 2-3 for the upcoming programme. Vijay Bhatt said that 3500 schools in the state are on the verge of closure. The organization will also take up this issue.

Out of total 13 districts of the state, there is organization structure in 8 districts. In association with other organizations 'Insaniyat Manch' has been formed in the state. A conference was organized on 20 November under the banner of this platform. On this occasion, the topic 'freedom of speech' was discussed. Child science activities will be done with DIET. The state conference will be held in 2023.
Delhi Science Forum
Discussing the activities of Delhi Science Forum, Secretary Kamala Menon reported that the Forum mainly works in the area of policy interventions and undertakes activities in collaboration with other organizations. Dr. D. Raghunandan, executive member of the Forum, went to the colleges and gave statements on the new education policy and self-reliance. The Forum organized a big symposium on self-reliance, for which a contribution of Rs 1 lakh was received through an old sympathizer.
Apart from this, Delhi Science Forum is also contributing to the health survey. Vigyan Manch has 15 executive members. All are senior fellows. There is less interference of the platform among the masses. The forum has not been able to do any work on the new education policy.
Haryana Gyan Vigyan Samiti There are four organizations of Jan Vigyan Network working in Haryana, in which Bharat Gyan Vigyan Samiti Haryana works at the state level and Haryana Gyan Vigyan Samiti is a public organization. Apart from this Haryana Science Forum works and also takes up projects related to science and scientific awareness. Vigyan Manch takes its mass campaign to the public through the organizational structure of Haryana Gyan Vigyan Samiti.
Cultural platform 'Jatan' works for cultural activities and promotional programs. On behalf of the committee, State Co-Secretary Suresh Kumar kept the report of activities in which he said that various seminars, cultural programs were organized in the state in the context of completion of 75 years of independence through Shaheed Yadgar Samiti.
A state level convention was held on 7th August in which about 300 people participated. Two books were published on this occasion, in which books named 'Role of Haryana in the freedom movement' and 'Bhagat Singh Ki Lekhni Se' were released. On August 14-15, a play was also staged on Udhmi Ram, the martyr of the 1857 revolution. The play was staged at various places with the theme 'Save the Common Heritage'.
National Scientific Attitude Day was organized on 20 August. Programs were organized in 20 schools on this occasion. A continuous campaign is going on in the state on social justice and mental consciousness. Programs have been held in 6-7 districts. Programs were also organized on the occasion of solar eclipse through the learning center.
The organization is continuously campaigning regarding the new education policy in the state. In this, work is being done with teachers' organizations. There are 14666 government schools in the state, in which about 50000 posts of teachers are lying vacant. The campaign for merger of schools is also going on. The government transferred teachers on a large scale and 4801 schools were closed under the guise of transfers.
Right now efforts are being made to close 6600 more schools. By 2025 there will be no government school left. A tremendous movement is going on in the state against this. For which various organizations under the leadership of Haryana Teachers Union have formed 'Jan Shiksha Adhikar Manch' in which Haryana Gyan Vigyan Samiti is also a part of it. A state level rally will be organized on 29th December.
Health
Health Movement is also going on in the state on the issue of health. The students of PGI Rohtak are protesting against filling the bond of 40 lakhs by the government. Jan Swasthya Abhiyan and Gyan Vigyan Samiti are also part of this movement.
Organizational position-- Membership drive is going on in the organization these days. In the coming year, the state conference will be organized on 8-9 April. In which 100 to 150 delegates will participate. Presently the position of the organization is strong in 3 districts of the state. The organization structure is better in 4 districts and there are 5 to 6 districts in which only the organizational committee will be formed.
During Covid, the organization had started Gyan Vigyan e-magazine, six issues of which were brought out digitally and now 1000 copies of it are being published and sent to the state and other states as well. Apart from this, the organization is also working on climate change and agriculture.
A seminar was organized on 26 November on Constitution Day. In the field of education, 8-10 learning centers are being run by the organization in 3 districts. There are plans to publish a booklet on the Learning Centre. 50 libraries are running in which Gyan Vigyan Samiti cooperates.
BGVS Haryana conducted a special campaign from 28 September to October in which similar works of Bhagat Singh and Gandhi were discussed. 23 September Tula Ram Jayanti was celebrated as Haryana Martyr's Day. In this context, other programs will be taken till January 26.
Children's Science Festival will be organized by Haryana Science Forum on December 20-21, in which about 100 teachers will participate. HGVS Haryana has decided that it will not take up any project. Bharat Gyan Vigyan Samiti Haryana will also collect a donation of Rs 10 lakh through crowdfunding.
Himachal
Himachal State Secretary Jiyanand Sharma presented the report on behalf of Himachal Gyan Vigyan Samiti. The organization will start its membership for 2023 from January 1 and will have its state convention in April. Before this, conferences will be organized at district and block level. Mandi district has held its organizational conference.
At present there is interference of the organization in 5 districts. The committee launched an online awareness campaign called 'Kovin Dost' during Kovid. Covin Dost Health Kits were distributed in schools and Anganwadis in 30 panchayats. Which was made available courtesy of Piramal Health with the help of organization's colleagues Bhanupratap Singh and Aastha Dang from Delhi.
On behalf of Himachal, Dr. Om Prakash Bhureta added that Himachal has conducted voter awareness campaign in the wake of state assembly elections, in which 40,000 houses were reached and 5000 houses were surveyed. People were made aware to vote in 271 low percentage polling booths in the state.
The organization, along with other organizations, made cattle herders aware of animal lumpy disease. A book was also prepared on this.
Activities of IPSN Giving information about national programs, AIPSN's National Secretary Asha Mishra said that work is being done on new education policy, self-reliance, agriculture, health, gender and social justice at the national level. The General Secretary believed that the organization should make conscious efforts to include youth, women, marginalized sections in its campaigns and programmes. The state should hold its meetings in a regular and well planned manner. It has to be ensured that the state leadership is not reaching the lower units and the national leadership has to be involved in the meetings.
He said that although the states are doing many activities, the information about the activities of the states is not reaching the top. This should also be ensured. Quota of states and organizations was also fixed for February 28, in which Himachal has 50, Uttarakhand 20, Haryana 50 and others for Delhi Science Forum.
For this, an organizing committee was also formed in which Dr. Pramod Gauri, Dr. Kashinath, Kamla Menon, Dr. Dinesh Abrol, Dr. Raghunandan, Vijay Bhatt, Indranil, Asha Mishra, Probir Purkayastha, Richa, Jiya Nand are included. Its meeting will be online on December 24 at 6 pm. All the states agreed to celebrate the foundation day of Bharat Gyan Vigyan Samiti on 22 December.
Before the conclusion of the meeting, Dr. Om Prakash Bhureta suggested that we should also campaign against drugs. There should be a workshop to share experiences among the units of the organizations. Some innovative activities should be included in the organization like Uttarakhand.
The chairman of the meeting, Dr. R.S. Dahiya said in his concluding remarks that along with criticism, self-confidence is also necessary so that improvement can be made. Workers should be given responsibility according to their interest and ability. Work for women and deprived sections is our priority, we have to pay attention to it.
There is a need to clarify the understanding of the organization towards the youth, there is a need to find creative activities in the organization for them and there is a need to involve the youth by linking them with livelihood. Dr. Dahiya believed that after Covid, health has become the agenda of the general public, so the organization should also make it its main agenda so that we can reach out to the people.
He said that we should bring changes in our traditional way of working according to the time and the strength and position of the organization. He said that first of all socialization of the organization is necessary, which means that the people of the organization should first know about their colleagues and understand their condition.

बैठक के आरंभ में एआईपीएसन उत्तरी भारत के संयोजक डॉ. प्रमोद गौरी ने शोक प्रस्ताव रखा जिसमें स्व. दिनेश पांडे, आर.सी. धीमान, एस.के. कुलश्रेष्ठ के देहांत पर शोक व्यक्त करते हुए 1 मिनट का मौन रखा गया।
उत्तराखंड की ओर से राज्याध्यक्ष विजय भट्ट ने राज्य की रिपोर्टिंग करते हुए बताया कि आज़ादी के 75 साल के उपलक्ष में राज्य में अनेक कार्यक्रम आयोजित किए गए।
इस संदर्भ में 6-7 अगस्त को विश्व शांति विषय पर एक बैठक आयोजित की गई। इस दौरान 3-4 स्कूलों में बच्चों के बीच वफादार हाथी पुस्तक का वाचन किया गया और चर्चा की गई।
संविधान पर पोस्टर डिजाइन करवाया गया और स्थानीय बोलियों में विषयवस्तु का अनुवाद करके इस पर चर्चा की गई।
अज़ीम प्रेमजी फाउंडेशन के साथ मिलकर कार्यक्रम को आगे बढ़ाने की योजना है।
20 अगस्त को राष्ट्रीय वैज्ञानिक दृष्टिकोण दिवस के मौके पर एक अल्पसंख्यक गांव में सामूहिक भोज का आयोजन किया गया।
नई शिक्षा नीति पर एस.पी. सेमवाल द्वारा तैयार दस्तावेज़ के आधार पर चर्चा की गई। आगामी कार्यक्रम के लिए 2-3 जनवरी को कार्यशाला का आयोजन किया जाएगा।
विजय भट्ट ने कहा कि प्रदेश में 3500 स्कूल बंद होने की कगार पर है। संगठन इस मुद्दे को भी उठाएगा।
संगठनात्मक स्थिति
संगठन के पास कोई आर्थिक संसाधन नहीं हैं लेकिन सेवानिवृत साथियों के सहयोग और अन्य संगठनों के साथ मिलकर गतिविधियां की जा रही हैं। प्रदेश के कुल 13 जिलों में से 8 जिलों में संगठन का ढांचा है।
अन्य संगठनों के साथ मिलकर राज्य में ‘इंसानियत मंच’ का गठन किया गया है। इस मंच के बैनर तले 20 नवंबर को एक सम्मेलन का आयोजन किया गया। इस मौके पर ‘बोलने की आज़ादी’ विषय पर चर्चा की गई।
डीआईटीई के साथ बाल विज्ञान गतिविधियां की जाएंगी।

दिल्ली साइंस फोरम
दिल्ली साइंस फोरम की गतिविधियों पर चर्चा करते हुए सचिव कमला मेनन ने रिपोर्ट किया कि फोरम मुख्य तौर नीतिगत हस्तक्षेप के क्षेत्र में काम करता है और अन्य संगठनों के साथ मिलकर गतिविधियां करता है। फोरम के कार्यकारिणी सदस्य डॉ. डी. रघुनंदन ने कॉलेजों में जाकर नई शिक्षा नीति और आत्मनिर्भरता पर वक्तव्य दिए हैं।
फोरम ने आत्मनिर्भरता को लेकर एक बड़े सिम्पोजियम का आयोजन किया जिसके लिए एक पुराने हमदर्द के माध्यम से 1 लाख रुपए की सहयोग राशि प्राप्त हुई थी।
इसके अलावा दिल्ली विज्ञान मंच स्वास्थ्य सर्वेक्षण में भी योगदान कर रहा है।
विज्ञान मंच में 15 कार्यकारिणी सदस्य है। सभी वरिष्ठ साथी हैं। मंच का जन के बीच हस्तक्षेप कम है।

हरियाणा ज्ञान विज्ञान समिति
हरियाणा में जन विज्ञान नेटवर्क के चार संगठन काम कर रहे हैं जिनमें भारत ज्ञान विज्ञान समिति हरियाणा राज्य स्तर पर काम करती है और हरियाणा ज्ञान विज्ञान समिति जन संगठन है। इसके अलावा हरियाणा विज्ञान मंच विज्ञान और वैज्ञानिक जागरूकता से संबंधित कार्य करता है और परियोजनाएं भी लेता है। विज्ञान मंच अपने जन अभियान हरियाणा ज्ञान विज्ञान समिति के संगठनात्मक ढांचे के ज़रिए जनता तक पहुंचाता है।
सांस्कृतिक गतिविधियों और प्रचार कार्यक्रमों के लिए सांस्कृतिक मंच ‘जतन’ काम करता है।
समिति की ओर से राज्य सह सचिव सुरेश कुमार ने गतिविधियों की रिपोर्ट रखी जिसमें उन्होंने कहा कि शहीद यादगार समिति के माध्यम से आज़ादी के 75 साल पूरे होने के संदर्भ में राज्य में विभिन्न सेमिनार, सांस्कृतिक कार्यक्रम आयोजित किए गए।
7 अगस्त को राज्य स्तर का अधिवेशन किया गया जिसमें लगभग 300 लोगों ने भाग लिया। इस मौके पर दो पुस्तकों का प्रकाशन किया गया जिसमें ‘आज़ादी के आंदोलन में हरियाणा की भूमिका’और ‘भगत सिंह की लेखनी से’ नाम की पुस्तकें जारी की गईं।
14-15 अगस्त को 1857 की क्रांति के शहीद उधमी राम पर नाटक का मंचन भी किया गया। इस नाटक का मंचन विभिन्न स्थानों पर हुआ जिसका थीम ‘सांझी विरासत को बचाओ’ रखा गया।
20 अगस्त को राष्ट्रीय वैज्ञानिक दृष्टिकोण दिवस का आयोजन किया गया। इस मौके पर 20 स्कूलों में कार्यक्रम आयोजित किए गए। प्रदेश में सामाजिक न्याय और मानसिक चेतना पर लगातार अभियान चल रहा है। 6-7 जिलों में कार्यक्रम हो चुके हैं।
लर्निंग सेंटर के माध्यम से सूर्य ग्रहण के मौके पर भी कार्यक्रम किए गए।।
प्रदेश में नई शिक्षा नीति को लेकर भी संगठन लगातार अभियान कर रहा है। इसमें अध्यापक संगठनों के साथ काम किया जा रहा है। प्रदेश में 14666 सरकारी स्कूल हैं जिनमें लगभग 50000 अध्यापकों के पद खाली पड़े हैं। स्कूलों के मर्जर की मुहिम भी चल रही है। सरकार ने बड़े पैमाने पर अध्यापकों के तबादले किए और तबादलों की आड़ में 4801 स्कूलों को बंद कर दिया गया।
अभी 6600 स्कूल और बंद करने के प्रयास हो रहे हैं। 2025 तक कोई भी सरकारी स्कूल नहीं बचेगा। इसके खिलाफ प्रदेश में जबरदस्त आंदोलन चल रहा है। जिसके लिए हरियाणा अध्यापक संघ के नेतृत्व में विभिन्न संगठनों ने मिलकर ‘जन शिक्षा अधिकार मंच’ का गठन किया है जिसमें हरियाणा ज्ञान विज्ञान समिति भी इसका हिस्सा है। 29 दिसंबर को राज्य स्तर की रैली का आयोजन किया जाएगा।
स्वास्थ्य
स्वास्थ्य के मुद्दे पर भी प्रदेश में आंदोलन चल रहा है। पीजीआई रोहतक के छात्र सरकार द्वारा 40 लाख का बॉन्ड भरने का विरोध कर रहे हैं। जन स्वास्थ्य अभियान और ज्ञान विज्ञान समिति भी इस आंदोलन का हिस्सा है।
संगठनात्मक स्थिति
संगठन में इन दिनों सदस्यता अभियान चल रहा है। आगामी वर्ष में 8-9 अप्रैल को राज्य सम्मेलन आयोजित किया जाएगा। जिसमें 100 से 150 प्रतिनिधि भाग लेंगे। इस समय राज्य के 3 जिलों में संगठन की स्थिति मजबूत है। 4 जिलों में संगठन का ढांचा बेहतर है और 5 से 6 जिले ऐसे हैं जिनमें अभी सांगठनिक कमेटी ही गठित हो पाएगी।
कोविड के दौरान संगठन ने ज्ञान विज्ञान ई पत्रिका शुरू की थी जिसके 6 अंक डिजिटल निकाले गए और अब इसे प्रकाशित करके इसकी 1000 प्रतियां राज्य और अन्य राज्यों को भी भेजी जा रही हैं।
इसके अलावा संगठन जलवायु परिवर्तन और कृषि पर भी कार्य कर रहा है।
26 नवंबर को संविधान दिवस पर सेमिनार का आयोजन किया गया था।
शिक्षा के क्षेत्र में संगठन की ओर से 3 जिलों में 8-10 लर्निंग सेंटर चलाए जा रहे हैं। लर्निंग सेंटर पर एक पुस्तिका प्रकाशित करने की योजना है। 50 पुस्तकालय चल रहे हैं जिनमें ज्ञान विज्ञान समिति सहयोग करती है।
बीजीवीएस हरियाणा ने 28 सितंबर से अक्तूबर तक एक विशेष अभियान चलाया जिसमें भगत सिंह और गांधी के समान कार्यों पर चर्चा की गई। 23 सितंबर तुला राम जयंती को हरियाणा शहीदी दिवस के तौर पर मनाया गया। इसके संदर्भ में अन्य कार्यक्रमों को 26 जनवरी तक ले जाया जाएगा।
हरियाणा विज्ञान मंच की ओर से 20-21 दिसंबर को बाल विज्ञान उत्सव का आयोजन होगा जिसमें लगभग 100 अध्यापकों की भागीदारी रहेगी।
एचजीवीएस हरियाणा ने तय किया है कि वह कोई प्रोजेक्ट नहीं लेगी। भारत ज्ञान विज्ञान समिति हरियाणा भी जन उगाही से 10 लाख रुपए चंदा एकत्र करेगी।
हिमाचल
हिमाचल ज्ञान विज्ञान समिति की ओर से राज्य सचिव जीयानन्द शर्मा ने रिपोर्ट रखी। संगठन 1 जनवरी से 2023 के लिए अपनी सदस्यता शुरू करेगा और अप्रैल में राज्य सम्मेलन होगा। इससे पहले जिलों और खंड स्तर पर सम्मेलन आयोजित किए जाएंगे। मंडी जिला अपने संगठनात्मक सम्मेलन कर चुका है।
5 जिलों में अभी संगठन का हस्तक्षेप है।
समिति ने कोविड के दौरान ‘कोविन दोस्त’ के नाम से ऑनलाइन जागरूकता अभियान चलाया। 30 पंचायतों में स्कूलों और आंगनबाड़ियों में कोविन दोस्त हेल्थ किट का वितरण किया गया। जिसे दिल्ली से संगठन के साथियों भानुप्रताप सिंह और आस्था डांग की मदद से पिरामिल स्वास्थ्य के सौजन्य से उपलब्ध करवाया गया था।
हिमाचल की ओर से डॉ. ओम प्रकाश भूरेटा ने जोड़ते हुए कहा कि हिमाचल ने प्रदेश विधानसभा के चुनावों के चलते मतदाता जागरूकता अभियान चलाया जिसमें 40,000 घरों तक पहुंच बनाई गई और 5000 घरों का सर्वेक्षण किया गया। प्रदेश में 271 कम प्रतिशतता वाले पोलिंग बूथों को लक्ष्य बना कर उनमें वोट डालने के लिए लोगों को जागरूक किया गया।
पशु लंपी रोग पर संगठन ने अन्य संगठनों के साथ मिलकर पशुपालकों को जागरूक किया। इस पर एक पुस्तक भी तैयार की गई।
एआईपीएसएन की गतिविधियां
एआईपीएसएन की राष्ट्रीय सचिव आशा मिश्रा ने राष्ट्रीय कार्यक्रमों की जानकारी देते हुए कहा कि राष्ट्रीय स्तर पर नई शिक्षा नीति, आत्मनिर्भरता, कृषि, स्वास्थ्य, जेंडर एंड सोशल जस्टिस पर काम किया जा रहा है।
नई शिक्षा नीति के संदर्भ में 11 नवंबर से 28 फरवरी तक अभियान चलेगा जिसके लिए 18 राज्यों की बैठकें की गई।
इसमें राज्यों को सुझाव दिया गया कि वे अध्यापकों के संगठनों से तालमेल करें। जहां जेएफएमई बनी है वहां उसके साथ जुडें।
हर राज्य अपने राज्य की शिक्षा स्टेटस रिपोर्ट तैयार करे।
शिक्षा संवाद आयोजित करे।
15 फरवरी तक जिला और राज्य शिक्षा असेंबली कर लें।
100 घरों तक दस्तक अभियान करें जिसमें शिक्षा की स्थिति पर बात हो।
जिन राज्यों में संभव हो वहां 23 जनवरी सुभाष चन्द्र बोस के जन्मदिन से 23 फरवरी तक जत्थे का आयोजन करे।
जन प्रतिनिधियों से मिलकर उन्हें ज्ञापन सौंपे।
उन्होंने रिपोर्ट किया कि मध्यप्रदेश, बिहार, ओडिशा ने जत्थे का कार्यक्रम तय कर लिया है।
आत्मनिर्भर कार्यक्रम के लिए महासचिव का सुझाव था की राज्य इस पर अधिवेशन आयोजित करे।
इसके अलावा उनका सुझाव था कि राज्यों में जेंडर एंड सोशल जस्टिस डेस्क बनाने की आवश्यकता है।
जन विज्ञान वेदिका इसकी बैठक को आयोजित करने की जिम्मेदारी ले सकती है।
8 मार्च को समता के 30 साल पूरे हो रहे हैं इस मौके को उत्साह के साथ मनाना चाहिए और समता विज्ञान उत्सवों का आयोजन करना चाहिए। समता कल आज और कल विषय को लेकर चर्चा करनी चाहिए।
इसके अलावा उन्होंने सतत शिक्षा, साक्षरता, नागरिक शिक्षा को आगे बढ़ाने के लिए भी योजना बनाने का सुझाव रखा। इसमें बंग्या साक्षरता प्रचार समिति के सहयोग से कार्यशाला करने का भी सुझाव था।
महासचिव का मानना था कि संगठन को अपने अभियानों और कार्यक्रमों में युवाओं, महिलाओं, वंचित वर्ग को जोड़ने के सचेत प्रयास करने चाहिए।
राज्य को अपनी बैठके नियमित और सुनियोजित तरीके से करनी चाहिए। राज्य नेतृत्व अभी निचली इकाइयों तक नहीं पहुंच रहा इसे सुनिश्चित करना होगा और बैठकों में राष्ट्रीय नेतृत्व को भी शामिल करना होगा।
उन्होंने कहा कि हालांकि राज्य कई गतिविधियां कर रहे हैं लेकिन अभी राज्य की गतिविधियों की सूचना ऊपर नहीं पहुंच रही। इसे भी सुनिश्चित करना चाहिए।
28 फरवरी के लिए राज्यों और संगठनों का कोटा भी तय किया गया जिसमें हिमाचल को 50, उत्तराखंड 20, हरियाणा 50 अन्य दिल्ली विज्ञान मंच केलिए है।
इसके लिए एक आयोजन समिति का गठन भी किया गया जिसमें डॉ. प्रमोद गौरी, डॉ. काशीनाथ, कमला मेनन, डॉ. दिनेश अबरोल, डॉ. रघुनंदन, विजय भट्ट, इंद्रनील, आशा मिश्रा, प्रोबीर पुरकायस्था, रिचा, जीया नन्द शामिल है।
इसको बैठक 24 दिसंबर को शाम 6 बजे ऑनलाइन होगी।
सभी राज्यों ने 22 दिसंबर भारत ज्ञान विज्ञान समिति का स्थापना दिवस मनाने के लिए हामी भरी।
बैठक के समापन से पहले डॉ. ओम प्रकाश भूरेटा का सुझाव था कि हमें नशे के खिलाफ भी अभियान करना चाहिए।
संगठनों की इकाइयों के बीच अनुभव सांझा करने के लिए कार्यशाला हो।
उत्तराखंड की तरह संगठन में कुछ नवाचारी गतिविधियां शामिल की जाएं।
बैठक के अध्यक्ष डॉ. आर.एस. दहिया ने अपनी समापन टिप्पणी में कहा कि आलोचना के साथ आत्मलोचा भी ज़रूरी है ताकि सुधार हो सके।
